CANON CITY, COLORADO - MARCH 17: Barbed wire and high walls surround the grounds of the Four Mile Correctional Center on March 17, 2010 at the Cañon City Correctional Complex in Cañon City, Colorado. Four Mile Correctional Center is a minimum-restrictive security facility, opened in 1983, and currently houses 499 inmates. There are a number of inmate work incentive programs including the more sought after Wild Horse Inmate Program where inmates are paid a wage and learn skills for future employment while caring for and training the wild mustangs gathered by the Bureau of Land Management. The program is said to take the wild out of both the man and the mustang. (Photo by Photographer Dana Romanoff / Getty Images)
