CANON CITY, COLORADO - MARCH 17: Inmate Jeffery Halstead is patted down and searched upon return to the Four Mile Correctional Complex from his daily job with the Wild Horse and Inmate Program on March 17, 2010 in Cañon City, Colorado. FMCC is a minimum-restrictive security facility, opened in 1983, and currently houses 499. Inmates care and train wild mustangs gathered by the Bureau of Land Management in hopes of adopting the horses out to the public.
